AbstractWith the increasing of the global financial and economic crisis and the associated worsening of the situations of poverty and pollution, especially in developing countries, increasing public pressure and international organizations toward the shift towards a green economy and access to sustainable development, which required a wide international response represented the United Nations Decade on Sustainable Development (Rio +20 ) in Brazilian capital of Rio de Janeiro in 2012, which included the conference agenda two main themes of the first green economy and the second the elimination of poverty, members of bonding states discussed between the three main concepts won considerable attention in recent years within the efforts to reach sustainable development, and the economy green, green growth and development of low-carbon, either for developing countries have called for the need to find a broad concept for the economy green is flexible and realistic and take into account the disparity in levels of economic development, has reached search group's conclusions, notably the exchange of information in policy-making for the shift towards a green economy is one of the most influential elements in the preparation of the final green structural economic policy, as the inadequate infrastructure and low level of economic development were the main obstacles that have prevented the success of green economy policies in most developing countries.
