The research aims to study the application of total quality management in graduate library in the College of administration and Economics at the Karbala University, the research community of teacher, and graduate students, where the sample adoption of deliberate strong (106), have been selected based on the actual use of library services, Questionnaire adopted as a tool to collect research data have been prepared based on the Standards Committee (ACRL) of the Association of American Libraries (ALA), and formed the Questionnaire of (74) items distributed among five parts, as both a measure adopted Likert Quintet, and weight percentile, and the arithmetic mean as methods statistically, has The research found a number of results, including:
 limited technological information services provided to beneficiaries to provide electronic library services, which is comprised of databases on disks, as well as discs that include books and theses, noting the lack of computerization of the work of the library as a whole operations, and the lack of possibility to connect to library services, though in a narrow range over the internet.
