There is much talk and debate about the faltering companies and the delay in the projects in time and specifications required for this study addressed the practice of referral and implementation of these projects and how to refer them to certain companies without a fair competition by the competent committees and knowing the commitment of these committees instructions and controls the existence of side effects and determine the extent of appropriate method used in the analysis of the bids and choose the most appropriate ones for the purpose of assignment, with the reasons which prompted the executive bodies to work for diffraction for the plan to complete the work through a field study of a sample of lagging projects and by conducting personal interviews and access to information and data from official papers, records and analyzed by check List descriptive, which includes two axes ,the first respect the decision of the committee assignment and the second stands for the real reasons for the reluctance of the project and find out the relationship between research variables and access to the most prominent weaknesses inherent in the Commission's decision and the lack of accuracy in the process of evaluating bids submitted for the tender of the competing companies that need to re-classification of practice and executing business volume and financial competence and expertise possessed by these companies to be rated a real and that is reflected on the process of implementation of the project and get the job done properly and under a contract agreement
